City of Iowa City Strategic Plan

Strategic Plan Process City Council and City staff gather every two years to engage in a strategic planning process to define the City’s top priorities, address significant new projects and initiatives, and establish a broad vision for the City’s future. The series of planning sessions range from a meeting to generate and agree upon broad concepts, to additional work sessions for narrowing the City’s focus to specific ideas, programs, and projects that capture Council’s vision. Often, City Councilors come prepared for these meetings with information and priorities shared by constituents and community members. When Council comes to a general agreement about their priorities, a Strategic Plan is drafted. For the most recent, a resolution to formally adopt the 2020-2021 Strategic Plan priorities was approved on June 16, 2020. City staff is responsible for coordinating implementation and execution of these Council goals over the two-year period. Progress updates are released several times annually and posted at www.icgov.org/strategicplan. Strategic Plan and the Financial Plan This Three-Year Financial Plan for fiscal years 2021 through 2023 and the fiscal year 2022 budget were prepared with a strategic plan serving as a guide. In preparing the financial plan and budget, the City recognized the impact that funding decisions would have on future progress to the organization’s stated priorities in the plan. As a result, this budget aims to provide resources that accomplish the following objectives: 1. Respond to climate crisis and implement Climate Action and Adaptation Plan, and 2. Provide resources to make significant progress in implementing City Council’s other Strategic Plan priorities and adopted Master Plans, and 3. Balance expanding service needs and community priorities with declining taxable value of apartment buildings, and 4. Consider the overall effect of changes on household budgets including taxes, fees, and School District/County needs. The following is a summary of the City Council’s strategic plan priorities and initiatives that were adopted by the City Council.
