Foster Healthy Neighborhoods and Affordable Housing Throughout the City, Promote an Inclusive and Resilient Economy Throughout the City Affordable Rental Housing: Increase affordable housing choices for low-income families, the elderly, and persons with disabilities in private market rental units. Provide homeownership opportunities through the HCV homeownership program. Pay rental subsidies directly to private market landlords on behalf of eligible families. Provide mortgage assistance payments to lenders on behalf of eligible families.
