Description First phase will implement field playability enhancements, safety improvements, and increased accessibility. The second phase will include new fence lines, shade structures and complex amenities. This includes the concession area, entrance and plaza area. Total Project Cost: $1,150,000

Justification Hitchcock Design has been contracted to evaluate the complex for draining, safety and access priorities. Mercer Park Ball Diamond 1 is the premier large field in our system. It is used primarily by City High for varsity baseball and adult baseball league rentals. The proposed improvements will improve field drainage, player safety, and accessibility limitations.

Budget Impact/Other The conversion to synthetic turf would decrease continuing maintenance costs and allow for increased play through a longer season. The effect on the operating budget would be positive, and is expected to be between $10,000 and $20,000 per year. This serves as a declaration of official intent under Treasury Regulation 1.150-2 that it is reasonably expected that capital expenditures will be made in respect of the above-described project, such expenditures to be advanced from the Capital Projects fund, and the City reasonably expects to reimburse all or a portion of the expenditures with the proceeds of bonds, notes or other indebtedness to be issued or incurred by the City in the future.
