NDS Administration

Neighborhood and Development Services (NDS) Administration is responsible for oversight and support of the department’s four operating divisions, Administration, Development Services, Neighborhood Services (including the Housing Authority), and the Metropolitan Planning Organization of Johnson County (MPOJC).

General Fund Activities:

• The NDS Administration activity manages and coordinates the activities of the department’s four divisions.

Recent Accomplishments:

• Issued an RFP and selected consultants for both the Comprehensive Plan update (including a land use plan) and a review of city-wide parking regulations to incorporate key changes in alignment with our housing and climate action goals. • Completed the Consolidated Plan for Housing, Jobs, and Services 2026-2030 (City Steps) that guides the allocation of funding for activities serving low-to-moderate income residents. • Implemented a Tenant Based Rental Assistance program using HOME funds to serve households on the Housing Choice Voucher waitlist. • Expended federal funds and invested staff time to support affordable housing – purchased three newly constructed townhomes and leased them to income eligible households, purchased two vacant lots to develop approximately 30 affordable rental units, completed the rezoning of the former Roosevelt school to lay the groundwork for a LIHTC eligible housing project and prepared and adopted zoning code changes to support residential development utilizing the South District Form Based Code. • Completed construction on an entrepreneurial hub at Dream Center for BIPOC entrepreneurs. • Allocation and programming of close to $20 million in federal funds for local transit agencies and transportation (road, bridge and trail infrastructure) projects in the urbanized area.

Upcoming Challenges:

• Plan and administer federal programs under budget uncertainty and organizational and staff changes at our federal offices. • Manage the Public Housing Repositioning process to convert the 86 homes in our Public Housing program to a Housing Choice Voucher platform utilizing a RAD/Section 18 blend option to increase revenue and sustainably operate rent and income restricted housing. The conversion process is complex.
