Overall, the fiscal year 2023 budgeted revenue decreased from the 2022 revised budget by 1.7%. This is lower, because the fiscal year 2023 budget was prepared using the using the fiscal year 2021 revenue levels as a baseline which were lower due to COVID-19. No changes to the City’s sewer rate structure are proposed in the fiscal year 2023 budget.
Use of Money & Property primarily consists of interest on investments. Other Financial Sources are proceeds from the sale of debt and from the sale of assets. Expenditures: The fiscal year 2023 budgeted expenditures, not including debt service, are estimated to be 8.5% higher than the fiscal year 2022 revised expenditures. This is due to an increase in expenditures across all types including Capital Outlay.
21% of the Wastewater Fund’s expenditures are for revenue bond principal and interest payments. All outstanding sewer revenue bonds will be repaid by the end of fiscal year 2023.
