FY27 Proposed Budget

 Completed collective bargaining process with Police union resulting in a five-year labor contract.  Completed Personnel Policies update, adopted by City Council on 12/10/24.  Completed update of Civil Service Commission policies and procedures, adopted by Civil Service Commission on 9/4/25.  Completed and implemented restructure of Administrative, Confidential, and Executive pay plan.  Updated online employment application.  Completed Bloomberg Harvard City Leadership course on Managing Talent in City Government and initiated long term study of trends in voluntary resignation data. Upcoming Challenges:  Ongoing recruitment and testing of Police Officer applicants.  Civil Service promotional testing for Fire Lieutenant, Fire Captain, and Fire Battalion Chief.  Civil Service testing for Police department promotional ranks.  FY27 collective bargaining with AFSCME.  Migration from Munis Self Service to Employee Access platform.  Personnel policies update. Service Level Change Summary: There are no service level changes in the fiscal year 2027.

Staffing Level Change Summary: There are no staffing level changes in the fiscal year 2027 budget.

Financial Highlights: Services is showing an increase of $6,500 or 0.9% over the 2026 budget primarily due to a decrease in consultant services offset by an increase in personnel cost.
